As a homeowner, it can sometimes be difficult to assess the health and well-being of a tree, and whether it needs partial or full removal.  The University of Maryland provides a great list of questions to help you decide.  Some of the more important questions to consider are:

Is there trunk damage?

Cuts, cracks and other wounds can be an indicator of internal decay.  This would result in dry brittle branches, which can be a safety concern depending on the trees location.

Is there trunk rot or a large fungus growing near the base of the tree?

The Emerald Ash Borer is wrecking havoc to Toronto area Ash trees. Fungi growing on the tree are an indication of internal rot. 

Is the tree under power lines?

Often times, trees near power lines are under municipal jurisdiction. However, if the tree and power lines are on your property, check with your municipality to discuss the need for pruning or full removal.
